國際單項體育聯會通過接納國際龍舟聯合會(IDBF)為正式會員

以下為IDBF主席5月4日來信及附件的新聞公告。查香港龍協、中國龍協及亞洲龍聯均沒有把這重要文件放上網公佈，更沒有中文譯稿。小弟等了三星期，唯有自己行動，略盡棉力。附件還有一份07年3至4月向各大洲二千位龍舟運動員作的意向調查的結果( page 1, page 2)。

GAISF GENERAL ASSEMBLY ADMITS IDBF INTO MEMBERSHIP 
AS THE WORLD GOVERNING BODY FOR DRAGON BOAT SPORT

國際單項體育聯合會通過接納國際龍舟聯合會(IDBF)為龍舟運動管轄機構

 

國際龍舟聯合會 (IDBF)經過三次嘗試，終於在2007年4月27日得到國際單項體育聯合會 (GAISF)決議通過成為正式會員。這是GAISF在北京舉行會員大會時表決的。

國際獨木舟聯合會 (ICF) 提出的反對意見得不到支持，他們說龍舟只是獨木舟 (皮划艇)的分項而已。GAISF的會員機構否決了ICF的意見，結果以38票對33票接納國際龍舟聯合會成為國際單項體育聯合會的正式會員機構，也因此令之前 GAISF理事會所指國際龍聯符合國際體育運動總會所有資格可以成為會員並擔當全球龍舟運動總會的建議得到正式確認，等同正式認同該理事會所指龍舟競賽是獨木舟以外的獨立划槳競賽項目，有自己一套的歷史和文化淵源。

GAISF會員大會上的這次有利於國際龍聯的決議，結束了三年的爭論。這是經過GAISF會員大會出席者冗長的討論和得到中國奧委會和2008北京奧組委強力支持的成果。

代表IDBF發言時，國際排球聯會副主席魏紀中先生指出，龍舟活動是中國文化的体育運動，有二千多年歷史，遠在獨木舟 (皮划艇)運動發展成形前就已穩固確立，而且早在1991年國際龍聯就已參與龍舟運動的發展，把它轉變成現代運動項目，對比 ICF第一個主辦的龍舟賽早了14年。

這次GAISF會員大會的決議，也是跟隨2005亞洲奧林匹克理事會之後的另一重大決定。當時亞奧理事會決議亞洲地區的龍舟活動，應由亞洲龍舟聯合會 (ADBF)來負責管轄。亞龍聯就是國際龍聯的洲際代表。2008年的亞洲沙灘運動會和2010年的亞運會龍舟項目將採納國際龍聯競賽規則進行。

運動界大家庭裡面的各個機構，都應該依照國際單項體育聯合會 (GAISF) 和亞奧理事會的決議，承認龍舟活動在全球和各洲層面由國際龍聯及其屬下會員來負責，也應支持國際龍聯有關把龍舟發展成獨特而且多采多姿的水上運動的目標。

07年3至4月國際龍聯向各大洲二千位龍舟運動員作的意向調查的結果。該份報告內文摘要如下：

"The IDBF recently commissioned an open survey concerning Dragon Boat Sport. The ongoing survey is being conducted via three websites and various email groups. In the first month upwards of 2000 paddlers responded. In addition to demographic information on dragon boat participants the survey covers r representation within the sport and in multi-sports bodies 

90% listed the IDBF as the World Governing Body for dragon boating. Only 4% listed ICF and 6% listed other sports bodies such as the GAISF; National Rowing Associations and the International Rafting Federation or said unknown. 

90% of respondents said that the ICF has no mandate from the majority of dragon boat paddlers to represent dragon boat sport. Despite the conflict in Germany for control of the sport, started by Ullrich Feldhoff as DKV President, dragon boat athletes in Germany - 18% of respondents, also clearly support the IDBF and the GermanDragon Boat Federation - DDV, as their dragon boat representatives. 

94% of Dragon boaters support the IDBF view that cooperation with other paddle sports is beneficial as long as one paddle sport does not dominate all others. 

This desire for cooperation comes despite the fact that only 13% of dragon boat paddlers also take part in canoeing or kayaking, 5% in outrigger racing, 2% in rowing and 1% in rafting...."
